Join a club and fish off the back of a few boats for a day, or just fish open TX's off the back to get a feel for  different brands.  IF you don't have it narrowed down yet, posting on a message board is not going to get you anything but the " My brand is the best " responses.
Most of the top boats today are quality.  25K will buy you a lot of boat.  Don't be in a hurry, there are a ton of 1 - 2 year old rigs out there with low hours and plenty of Factory Motor Warranty left in that price range.
Single axle trailer will  put you in the 18 - 19 foot range.  Pay close attention to the build quality of the trailer  because the boat will spend 80 % of it's life on the trailer.  Try and stay away from tube frame trailers as they will have a tendency to rust out from the inside out from water getting trapped in the tubes.  Ideally You  want the 4"  " C" channel trailer frames, made from heavy duty angle steel.

Whatever you settle on, pay a couple bucks and have a factory trained tech for that motor brand hook it up to the factory computer and get a reading on the engine hours/rpm ranges/ and fault codes.
The few bucks it costs are worth it to avoid any future headaches.
Ride in as many brands as you can , then narrow it down to a few choices.  Pay very close attention to the manufacturer as far as Customer Service on that brand.
Visit different places and ask questions on them.
IM me if you need any more info.
Golf is for guys whose wife's won't let them buy a bass boat

You're not looking in the right places. Like previously said there is lots of nice boats out there in that price range. Look at Iboats, hundreds there. Pick around at Chris's list. Stay with ones with Direct Injection,Hydraulic steering good electronics. There available for less than 20k.
