I am interested in a ranger z520 with a 250 yamaha HDPI. What depth is needed to get on the pad?

It depends on how high or low you have the jackplate set, how big you are, how many passengers you might have in the boat, how much stuff you have "rods/reels fishing gear" how much gas is in the boat if there is water in the live wells and so on.

With a light load 2.5 feet should be more than enough.
