What is in your personal safety kit?

I am a new boat owner and I am looking to see what are the essential safety items that you make sure are on your boat, besides the required items.

I  keep the following in a dry box (no kidding waterproof dry box)
compass
4 water bottles
a few power bars
thermal blanket
dry set of clothes and sweatshirt
extra chem lights (green, red, white)
wind proof lighter
a roll of TP (maybe the most important thing in the box!)


I've got the required stuff on the boat (flares, whistle, throw float, etc), and a decent tool kit, but the stuff above is just in case I fall in, get cold, and can't get back to the dock for the night.  Better safe than sorry.
Not much bad happens when you're fishing.

matches and lighter
extra batteries for flashlights/electronics
first aid kit
full tool set with zip ties, duct tape,wire and connectors
back up trailer bulbs
back up nav bulbs
back up fuses and trim relays
canned food
rope/lines/string
back up vhf hand held
back up GPS (on new water)
charts/maps
local fishing laws
cell phone charger 12v
anchor and chain
dry clothes
paper towels
survival blanket
spare hat
spare sunglasses
sun screen
bug spray
fresh water
knifes
whistle
flashlight
Q-beam
lighter
