STEALTH 1 battery charger

I need some basic info on the way it works.

I got it connected and all, it came with the boat.
I know its charging the batteries while the motor is running as long as the stealth switch is on , ( right?)
My question is:
What reading do i need to have on my dash meter, right now its shows 27.2 - what does it mean?

do i still need to plug it to the wall when i come back home?
