Slightly exceeding rod lure ratin

Been looking into new rods but was wondering if exceeding the lure rating here and there can still damage the rod the rating is from 1/16-1oz and not counting the bead and leader the lure would be 1oz 3/8 (senko on a 1 oz jighead)

Naw, I throw 2 and three ounce weights on 1oz rods (fiberglass) all the time.  They kind of start to act like a slower action when you overload 'em, and don't cast as well, but it is still doable.
The thing is to take it easy with that kind of weight, don't over-whip em.
Overbending a tip is more of a problem than anything else, like netting a fish without enough line out.  If you have ever experienced this kind of break you will understand what I'm talking about.

Like Pferox said you'd be more likely to snap the tip end on a cast.

Might check out the walleye rods as I see some crazy 2 and 3oz ratings for a MH rod listed there. Not sure how they do that!

So use salt strongs live bait casting method but with a side cast instead of their overhand technique

Yea, load up the rod slowly, and ease the cast, let the weight of the lure do the work with the rod assisting instead of the rod doing the work like you would do with a lighter lure.

One of the main reasons i took interest in it. Saltwater rods can be very useful for being able to handle heavier weight
