The senko has been a staple for me for years. Weightless, TX rigged and nail weighted. I always threw it on a 704C casting rod with 14lb fluro. Think I will move to a spinning outfit. So lets hear what the best combo is

I have the SA703 and it is like the DC734 I don't think there is much this rod can't do other than heavy cover fishing.

I throw 1/16 ned rigs to 3/8 shakey heads. Drag drop shots and Carolina rigs. Lighter topwaters to squarebills.

Skipping senkos is easy as pie with it.

I throw my senko on a Fury 703SF. I use 15lb braid with an 8lb floor leader.  Hasent let me down yet.

I own two Dobyns and they are great rods. I got a 734, 735 but I use my Don Iovino Finesse Rod for throwing Neko, weightless TX rigs and Ned Rigs. Didn't want to go back to using a spinning rod.

If I had to go to a spinning rod for my senkos, without a doubt it would be a Champion Extreme 703. I know it's pricey but you put "THE" in your title. I use this rod mostly for shakey heads and for my senkos when I'm doing a ton of skipping and get fed up with my baitcasting equipment fighting with my abilities.

The Extreme 703 is a work of art in sensitivity and power. Being a 3, it has great tip for casting and skipping.

I never spend a lot of money on a spinning reel. Because of the way they work, bearing count and such isn't important to me. Some what a super smooth retrieve but I'd rather have the quick fire system on the spirex by shimano.

I use a Sierra 703SF mated with an Abu Garcia SX30 with Flouroclear 10lb. for my Senkos.  Use it also for small paddle tails and small jerkbaits.

The 703 is probably the most versatile spinning rod in the lineup, and perfect for senkos. The simple answer? Just pick your price range as its present in pretty much every series....However, if you are looking at the campions (either xp or the extremes)...I wouldn't shy away from the longer rods either. Those 7'4/7'3 rods can sling senkos, and the extra length helps to get a good hookset along with fighting the fish.

And to play devils advocate a bit, I know you specifically asked for a spinning set up....but in my opinion THE senko rod is the champion extreme 742 casting.
