I don't know about other northern states but up here in New England we actually have quite a few lakes and rivers with blue backs in them. They are supposed to be high in protein and a good meal for a hungry bass.  :-*

I've read that there are Gizzard & Threadfin Shad in some of MD's reservoirs, but believe that Herring are primarily confined to rivers in the spring when they migrate up the Chesapeake Bay to spawn. There are other baitfish in MD rivers that might also resemble the Herring or shad, such as Alewives, but have never heard of them being in any waters except rivers. I've seen huge schools of them in many of MD's brackish rivers. But again, I don't know that it matters what a color scheme on a crankbait is supposed to imitate as all of these baitfish have similar appearance.
