bagley's topwater bait

My friend just gave me a bagley's spin r shad #3 bait. I think its a topwater. It looks sweet. But, im not sure about how to fish it. Like a devils horse? Or maybe walk it? The spinner on tail hook is throwing me off. Any help will be appreciated.

Great bait.  Twitch twitch pause is the most effective. With a lot of slack in your line you can get it to walk a little bit but it's difficult.  Get that spinner to splash water and make noise
