Is there any good locations to bass fish near Dover AFB?  Any duck hunting in the area as well?

Start with this:

Now depending on your setup, (boat or bank fishing), there are plenty of opportunities. One lake that isn't in the public pond guide is Silver Lake in Dover. The city maintains the lake and a permit for boats is required.

This is the worst time of year for fishing with the drought and lower water levels, with higher temps, but you can have good days.

Keny County is also a mecca for duck and geese hunting, pretty much everything east of Route 1. But I'm not a hunter so can't help you beyond that!

As for the fishing, the ponds are shallow, 4ft will be the average depth in most. Fish love anything black/blue, and they relate well to hard cover. For all of Kent County, i would place Silver Lake at the top.
