Public Access on Red River

I never made a call to the Sheriff's Office, in fact I was contacted by them about the Cooley situation and pointed their legal folks to the right people.  This whole situation is about to be remedied, with the installation of the rock, and there will no longer be any question of whether or not you are trespassing...if you have to climb over or remove boulders to gain access, you ARE trespassing.

I did, and I work with the person I called on a daily basis. The reason I did this is because a couple of years ago all land/water is now considered PRIVATE PROPERTY in Louisiana. It's owned by someone whether it be the state of Louisiana, the Federal government or a private citizen. It is against the law for anyone to be on any land/water, other than public lands and water, without written consent from the owner. If a duck hunter or one of the Coolies wakes up in a bad mood, I don't want to end up getting arrested. I can see it now, LOCAL POLICE OFFICER ARRESTED FOR TRESPASSING, in the Inquisator. Any more questions about me verifying the information? I'm sure I'm not the only one this thread has helped. I suggest anyone fishing Coolies be very careful. You are breaking the law and it's not worth it. It only takes one phone call from someone in a bad mood.
Now back to the topic, I created this topic so the other one would not be jacked anymore than it already is. Ya'll feel free to keep this going as long as you want. I've found the information I was looking for.

Correct me if I am wrong. I heard that when they originally built the dam that the rock jetty that is there now used to be taller and over the years erosion and people removing rocks have made it accessible. I see many other back water areas that are only separated by rocks that if over time you removed rocks it could become accessible too. I have never crossed the boundary nor do I intend too. I also don't intend to remove any rocks anywhere else to try and make other areas fishable. Both in my opinion are breaking the law. (Especially if the jetty was originally there and people removed rocks to get in there.) I also think all questionable areas should be made off limits for all tournaments held on the river. I know this won't happen because too many people consider this their "honey hole". I agree that if it was accessible from the beginning when they built the dams then it should be considered public access. Until they settle this I will just fish somewhere else. There are plenty of other areas to fish on the river that won't get me a ticket or arrested.

Back to the original thread...yes, the slack water harbor, across the river from RRSM, is private property and you can be arrested for being in there.

There is a good article in the BASS Times paper (not the  BASS magazine) this month that addresses this issue.  Not Coolies, but with any flooded land off of a navigable water way.  The article basically states that the reason the bill failed to make it legal for us to be able to fish the backwater or flooded property is because they heard from all of the landowners who opposed the bill, but none of the fisherman.  This is a very important issue.  If you get a chance you should read the article, and contact Senator Adley.

I know this thread has helped me alot and me not knowing much about the river thats a good thing because now i could care less were coolies is
