O ring tool

A lot of folks like to use o rings on their soft sticks for wacky rigging,  to make it easier the manufacturers have offered special tools for doing it instal, but for less money you can buy a knitting needle in the size of the bait, cut it off and use it just the same as the more expensive tool. Another advantage is being able to find the needles in a size to fit thinner worms, then you just need to find the right size O ring. For making skirts the same thing can be done then just cut the tip off make a tool to pull the tabs through, install the collar and you're ready to go.

You can also make the tools out of an old Sharpie markers for regular size baits and the bigger highlighters for thicker baits. I have even learned to make them so they float.  :-*

Even easier, needle nose pliers. Put o/ring over close pliers, open and stretch ring and o-ring over worm.
