Now that you explained what it is, I recall seeing that same type "matter" other places as well. Usually near Ramps and yes Culverts.

Yes, exactly. During road construction in my area, I saw how they laid that down. First they lay down the concrete structure then they lay this other material on top that seals the structure. I suspect its possibly for drainage. For me, they are fishing areas to concentrate on, especially when the water is running.

Not Weston, but you are right Dave it looks like Weston. The majority of those West Broward communities all look alike.
