Actually since I used to sell these along with all the license the FWC offered, I know that the younger you buy them the Lifetime License the cheaper it is.

I believe if I remember correctly it was at age 16 that it went to 1001.00, so what Gov is doing is a sale on those 16-21.

Age 1-4 I think was the best deal, only a couple of hundred and the Lifetime License gives you every License and Permit the state offers: Salt & Fresh Water Fishing, Hunting and all Permits for Deer, Turkey, Management Area, Muzzleloader, Archery, Etc.
