Go to any crafts department and get a bag of what I call jingle bells.  You can get 100 for around a dollar. The bell has a metal loop that you use to slide onto shoe laces, collors or general sewing.  Slip your jig hook into this loop and add a trailer.  It's louder than any jig rattle that I have found and works for me.

I have thought of this,, but thought the water inside the bell would restrict the striker to much, thus dampening the noise,, Is this a problem ?

It doesn't seem to be a problem.  I've been using it for around 12 years.  I've never listened to it under water and now you have me wondering.

All other rattle are sealed with air in them so not to retard the motion, speed, or sound of the balls

I'm looking for a cheap rattle for people to use on the Wiggle rig,, or course it makes any rattle work 1000 times better than other rigs , due to the back and forth rapid action .

Got a swimming pool? Get under water(actually did this with Rat-l-traps and Rapala Shad Raps) to see which is loudest. Look into aluminum or brass if you can find them. Good luck and great idea.
